Honest answer: it depends on how bad the marks are.

Light marks (you can still wipe them off with vinegar + dish soap and elbow grease) → Yes, clean the glass thoroughly first, then apply EnduroShield. The coating prevents new marks from bonding ever again.

Heavy permanent marks (the glass looks cloudy/milky and no amount of scrubbing helps) → No. Hard water has already etched into the glass surface. EnduroShield can only coat over existing damage — it won't reverse it. You'll need a professional glass polish first (RM 500+/panel) to restore the surface, then apply EnduroShield to lock the new finish in.

To be honest — no. Glass still gets dirty over time. What changes is how easy it is to clean, and what kind of dirt builds up.
